Charan Singh was born in Hapur.

Noorpur village, Hapur district. He became India's 5th Prime Minister in July 1979. A farmers' leader who never forgot that he came from a small Ganga-plain village. His political career was built on the rights of small farmers and rural communities. He became PM. He resigned in August 1979 - never addressed Parliament as PM, never sought a confidence vote. The shortest tenure as Prime Minister of a major democracy in post-independence India.

Hapur became a district only in 2012. Before that it was three tehsils of Ghaziabad district - Hapur, Garhmukteshwar, and Dhaulana. Chief Minister Mayawati renamed it Panchsheel Nagar briefly when creating it. The name reverted to Hapur.

Garhmukteshwar - on the Ganga within this district - is one of north India's major pilgrimage points. The Kartik Purnima mela at Garhmukteshwar attracts lakhs of pilgrims who come to bathe in the Ganga. The annual fair is ancient, enormous, and deeply embedded in north Indian Hindu religious life.
